Dear GOAL Affiliated Clubs, It is our great pleasure to announce an exciting new program developed by The GOAL Foundation Project
saf•TE
™ “The Safe Approach to Firearms through Training & Education” Project saf•TE ™ is a new statewide program designed to centrally locate and formalize a resource for individuals who wish to obtain some level of professional firearms training. Project saf•TE ™ has also been created to be a promotional tool to educate the public about the valuable work that our local clubs and lawful firearm owners are already doing. For far too long, individual firearms instructors and sporting clubs have worked very hard to assist Massachusetts citizens in obtaining a variety of firearms training with no public recognition. Under our current laws, Massachusetts requires that all new applicants or newly applying residents wishing to own a firearm must receive training from State certified instructors. Additionally, many local licensing authorities have requirements not mandated by the state. The training requirements of our state’s gun laws have always been considered to be an non funded mandate. The state has never and local authorities rarely offer the training required to obtain a firearms license. Because of this, private instructors and sporting clubs have had to fill the void left by the state and local authorities. With
all of this in mind, The GOAL Foundation created Project
saf•TE ™. This program will
meet the needs for a unified firearms training program. It
will also give the lawful gun owners of Massachusetts the
recognition they so greatly deserve. In addition to announcing the program, this letter has another purpose and that is to invite our affiliated clubs to become Project saf•TE ™ partners. It is our hope that all of our affiliated organizations will choose to become part of this new program. The following is what is expected of a Project saf•TE ™ partner and what our partners can expect of us. What
The GOAL Foundation will supply to its Project saf•TE
™
partners; · The Outdoor Message ™ will carry a special section dedicated to upcoming Project saf•TE ™ events and our partners. · The GOAL website will maintain a special section dedicated for that purpose. · The GOAL Foundation will supply professional press releases regarding upcoming and successfully completed events. · The GOAL Foundation will supply Project saf•TE ™ partners with professional materials such as application forms, event forms, course layouts, Massachusetts firearms law sheets and materials at cost. · Project saf•TE’s ™ honorary board members will hold periodic publicity events that will be designed to bring our message to the public. · A current referral listing of Project saf•TE ™ certified instructors. This listing benefits people looking for firearms instruction and brings new people (potential members) to our local Massachusetts sporting clubs. · A Project saf•TE ™ banner for larger events such as Firearm Safety Education Days (FSEDs). What
our Project saf•TE ™ partner clubs
need to provide; · Maintain at least 1 certified Project saf•TE ™ instructor in your club, o Instructors must be GOAL members in good standing and, o must have held an NRA Instructor’s Certification for at least 2 years and attended a Project saf•TE ™ instructor’s seminar or, o successfully complete a full Project saf•TE ™ instructor’s certification course. o Instructors will be required to renew their certification every 2 years. · Organize and run at least 2 Project saf•TE ™ events per calendar year. · File reports prior to and after holding an event, this will allow Project saf•TE ™ coordinators to accurately track and publicize events for your club. · Provide a clean, friendly and inviting classroom and range environment. · Offer at least one type of the following programs: o Eddie Eagle GunSafe ® Program o Home Firearm Safety Program o Firearm Safety & Education Days (FSED) § College § Corporate § Teacher § Legislative § Government Administrative (local, regional, state) §
